Your impression is correct. Only enough water for the next day is to be
boiled (or otherwise purified). Once the water is used for the
eye-bath, it is thrown out and fresh water is boiled/purified for the
next day's use.

I think perhaps "Serpentis Satori" was speaking of the Eye Bright
infusion which can be made up in a sizable batch, kept in the
refrigerator, and used a little at a time (i.e., some of it is put into
the water of the eye-bath) over a period of weeks until the whole amount
is used up. But even so, the water for the eye-bath must be discarded
after use.

Which options you choose to employ is, of course, up to you.
