I thought quantity would be the quantity of force and quality the degree
of purity? So they must relate very charming (quality), strongly
charming but bad at it (high quantity vs low quality), powerfully
charming (high quantity and high quality).

Bardon is saying that magic is the quantity, the power, the force and
that the mysticism is the quality. I guess mysticism relates to raising
your vibration though the soul mirror work, improving your goodness and
grace.

That's how I've interpreted it.
